These changes, ranging from enhanced professional designations to a new streamlined pricing model, are designed to provide counsel and insurers with even greater confidence in our defensible reporting.

Reinstating the CPHR: A Commitment to Canadian Standards

We are pleased to announce that Dr. Drew Fockler has recently re-certified as a Chartered Professional in Human Resources (CPHR) in Canada. This designation represents the national standard of excellence for HR professionals in the country.

While the human resources landscape in Ontario is unique, operating under separate legislation where the CPHR is not regulated in the same manner as other provinces, the designation remains a premier Canadian credential. It is aligned with a rigorous National Competency Framework that ensures practitioners possess the skills necessary to navigate complex workplace issues.

For our clients, this reinstatement means that every vocational assessment is viewed through the lens of current Canadian HR standards. According to CPHR Canada, the designation requires mastery across nine functional areas of HR, including Strategy, Professional Practice, and Total Rewards. By maintaining this certification, Drew ensures that his analysis of a claimant’s employability is grounded in the same standards used by Canadian hiring managers and corporate HR departments today.

In addition to the CPHR, Drew maintains his SHRM-SCP (Senior Certified Professional) designation through the Society for Human Resource Management in the United States. To address this, Vocational Quest is transitioning to a flat-rate model for our core vocational services. Effective May 1st, this shift aims to eliminate guesswork and allow our partners to budget with 100% accuracy from the moment a referral is made.

Our Updated Rate Structure:

  • Vocational Assessment Reports: $4,500 + tax
  • Rebuttal Reports: $2,500 + tax

These flat rates apply to all referrals accepted after May 1st. However, we are offering an "Early Adopter" option: if you have an upcoming file and would prefer to use this flat-rate model immediately, simply let us know at the time of booking, and we will apply the new structure to your file.

What is Included in the Flat Rate?

One of the most common questions regarding flat-rate billing is what happens when a file becomes complex. Our $4,500 Vocational Assessment rate is designed to be comprehensive. It covers the full standard scope of work required to produce a trial-ready report:

  • Document Review: A thorough analysis of medical records, employment history, and educational transcripts.
  • Assessment Interview: Detailed clinical and vocational interviewing of the client.
  • Labor Market Analysis: In-depth research into current local and national economic conditions using real-world data.
  • Report Preparation: Drafting a clear, evidence-informed, and defensible report.
  • Testimony Preparedness: The rate reflects the potential requirement to testify if the matter proceeds to litigation.

While Drew has not yet been required to testify in court, his reports are built with that standard in mind. Historically, many of his files have settled prior to trial, a direct result of providing comprehensive, objective analysis early in the litigation process. When an expert report is difficult to challenge, it serves as a powerful catalyst for resolution.

Defining "Out of Scope" Work

To maintain the integrity of the flat-rate model, we must also define what falls outside the standard mandate. For specialized or exceptionally large files, Drew’s hourly rate remains $250 per hour.

  • Complex Analysis: Labor market research that goes beyond the original mandate or requires specialized economic modeling.

Our goal is to ensure that the vast majority of files fit within the flat-rate structure, providing you with the cost certainty you need to manage your files effectively.
